In California, anyone can access find their digital COVID-19 vaccine record through California Department of Public Health. Frontgate Real Estate shares how you can get yours through the California Digital COVID-19 Vaccine Record portal.
What is a Digital COVID-19 Vaccine Record (DCVR)?
Your Digital COVID-19 Vaccine Record is an electronic vaccination record drawn from the data stored in the California immunization registry and is an official record of the state of California. The DCVR includes a QR code that (when scanned by a SMART Health Card reader) will display the same information as your paper CDC vaccine card: your name, date of birth, vaccination dates and vaccine type.
You may also continue to use your CDC card as proof of vaccination in addition to other possible options such as a digital or physical proof of vaccination from your provider/pharmacy.
How to get your QR code?
Opt into the Digital COVID-19 Vaccine Record portal at <a href="https://myvaccinerecord.cdph.ca.gov/" target="_blank">https://myvaccinerecord.cdph.ca.gov/</a>
Just enter a few details to get a link to your personalized QR code and digital copy of your COVID-19 vaccination record.
If you want to share your proof of vaccination, you can use either the electronic version you’ll get from the portal or the card you were given at time of vaccination.
If you are a parent or guardian and have multiple vaccine records associated with a single mobile phone number or email address, enter each digital vaccine record request separately.
The portal provides only a digital copy of your vaccine record. If you received your vaccinations from a federal agency (e.g., Department of Defense, Indian Health Services, or Veterans Affairs), you will need to reach out to those agencies for assistance with your vaccination record.

The State of California is vastly expanding the groups eligible to schedule COVID-19 vaccinations. Starting April 1st, anyone age 50 and older can sign up to get vaccinated. Then, on April 15th, the age drops all the way down to 16-year-olds. Even though the State is expecting major increases in vaccine supplies, it will still take many months to get every person vaccinated. To find out more about vaccine sign-ups, go to <a href="http://r20.rs6.net/tn.jsp?f=00188t7B_uVpx9BlLBv0WjSznCG1J9Vdj3qiTPUqhIqrkhHU8HaH3V5trrd8VCyxHZtcmESVCeY1iLiYoPByMm4dSvIF6CNfdYSBSnW03lbJ1zGI40U4_5TnE0kFC0McwPwwnRvlVJAEZQXxD_by2Bj801_v7Kv98qf&c=C3wK6kaL_KG4FT6lOx3ZmYs9nlgApseb6Vcxv5TrPedfnJJCt6fnPA==&ch=1JV7WswKyaBTy4CtWAh63Ho0nJtXtW5LcnCYhuuLDw2Y7WYbYYejVw==" target="_blank">www.VaccinateLACounty.com</a>
The rate of COVID infections, hospitalizations, and deaths are way down from peak levels. After being stuck for months in the “Purple Tier” within the State’s color-coded system, Los Angeles County now sits in the “Red Tier.” We are actually very close to moving up into the “Orange Tier,” where even more activities will be permitted. But remember: The County, working with the State, makes the call to move into a less-restrictive tier, and not an individual city such as Calabasas. Then again, all of this may be moot very shortly, as State officials have hinted that in a couple of months the tier system may be scrapped altogether. Meanwhile, please keep in mind that even though you may have received one or both doses of vaccine and are considered fully vaccinated, you should continue to observe all government-mandated safety protocols.
At this week’s City Council meeting, we discussed six bills pending in the State Legislature that could directly impact Calabasas. Of the six, the Council voted (unanimously) to take formal positions on two of them and to defer action on the other four until they proceed farther along in the legislative process. The Council voted to oppose SB9, which seeks to preempt local municipal land use ordinances by allowing for the ministerial approval of up to three homes on an existing single family residential lot. The Council voted to support SB765, which would allow cities to return to previous setback regulations for accessory dwelling units (which the Legislature capped at four feet in its last session). The full text of all six bills, along with legislative analyses, can be found here: <a href="http://r20.rs6.net/tn.jsp?f=00188t7B_uVpx9BlLBv0WjSznCG1J9Vdj3qiTPUqhIqrkhHU8HaH3V5tkx4ovh628oTdZich69_rQ9uxK6S5fmFg4Yf61qavAkcVqj_ONiFjmiz70O64l9SioFh9sGvVTSa2in_JqP8ealhjXVfPdlWXnP3z6NuEd2g&c=C3wK6kaL_KG4FT6lOx3ZmYs9nlgApseb6Vcxv5TrPedfnJJCt6fnPA==&ch=1JV7WswKyaBTy4CtWAh63Ho0nJtXtW5LcnCYhuuLDw2Y7WYbYYejVw==" target="_blank">https://leginfo.legislature.ca.gov/</a>
We also introduced long-awaited revisions to the City’s ordinances regulating wireless telecommunication facilities. The changes reflect significant levels of input from the community through public hearings and a comprehensive, citywide survey. Taken as a whole, these amendments will help improve wireless services throughout Calabasas. A more detailed discussion of the particulars of these ordinances can be found here: <a href="http://r20.rs6.net/tn.jsp?f=00188t7B_uVpx9BlLBv0WjSznCG1J9Vdj3qiTPUqhIqrkhHU8HaH3V5tkx4ovh628oThHCu2sIqfWg_KS95_fX6JLZTPEN6byIYt2OMy2HJqMV45xEGLwInI_jGtWc01oDg4qyHe2MPsEg=&c=C3wK6kaL_KG4FT6lOx3ZmYs9nlgApseb6Vcxv5TrPedfnJJCt6fnPA==&ch=1JV7WswKyaBTy4CtWAh63Ho0nJtXtW5LcnCYhuuLDw2Y7WYbYYejVw==" target="_blank">https://bit.ly/31kg1Hl</a> (Item 12).
Finally, the City has decided to bring back its annual egg hunt event for children ages eight and younger. The “Hop & Go Bunny Trail,” slated for April 3rd at Juan de Anza Park from 9 a.m. to noon, will carefully observe all COVID-related protocols. Tickets must be pre-purchased on-line: <a href="http://r20.rs6.net/tn.jsp?f=00188t7B_uVpx9BlLBv0WjSznCG1J9Vdj3qiTPUqhIqrkhHU8HaH3V5tkx4ovh628oTD87q-uAFT_UtK2D6TZMPopwWq6UN6a04yPuFrE5G7UL6WcO7-ntuzp61_gTF_MViTiht56d68dI=&c=C3wK6kaL_KG4FT6lOx3ZmYs9nlgApseb6Vcxv5TrPedfnJJCt6fnPA==&ch=1JV7WswKyaBTy4CtWAh63Ho0nJtXtW5LcnCYhuuLDw2Y7WYbYYejVw==" target="_blank">https://bit.ly/39igRsn</a>

How the Coronavirus Pandemic Has Impacted Pregnancies and Dog Adoptions
For decades, we’ve known about a strange, mythical phenomenon that seems to occur following times where couples are stuck together indoors without a whole lot to do. What happens during these types of situations? Well, nine months later, there’s often an unprecedented spike in birth rates. Yes, that’s right, babies are born as a result of blizzards and blackouts.
At the beginning of the Coronavirus pandemic, many people expected to see a similar phenomenon occurring. A subsequent spike in birth rates following long and boring periods of quarantine. It makes sense, and if you’re often on social media or follow the lives of celebrities and influencers, you may have noticed many of them showing off their COVID baby bumps. A huge number of people with an online presence seem to be announcing the anticipated arrival of a bundle of joy. However, as the long months of isolation have worn on, and the pandemic hits a second wave, experts are now divided on their opinions regarding the COVID-19 baby boom. While many still think there will be a spike in births in 2021, some experts are of the opinion that we might actually see a baby bust.
In the first few months of quarantine, people were still unsure as to the longevity and severity of the situation. So, understandably, being shut inside with not much else to do and false hope for a speedy return to normality, pregnancies spiked. However, as the relative seriousness of the situation has become apparent, and the world enters a scary second-wave, people don’t anticipate seeing that same boom this time around. This is primarily due to fear of the future and a growing realization that now, amongst so much uncertainty, might not be the best time to have a baby.
But when it comes to puppies, that’s a whole other story.
The pandemic also brought with it a massive surge in dog adoptions and puppy purchases. Shelters were emptied out for the first time in... ever. People who were stuck at home with nothing to do were racing to rescue a dog or bring home a new puppy. Why? Well. Simple. There was time to train them and take care of them. Individuals who no longer had to go to work every day, who had the extra time to put into training, or those who were just bored, decided it was time to bring how a fluffy friend.
<a href="https://www.danaandjeffestates.com/hidden-hills/" target="_blank"><img src="https://assets.site-static.com/userfiles/1326/image/Blue_Ice_Cream_Photo_Food_Facebook_Cover_2.png" width="820" height="312" style="display: block; margin-left: auto; margin-right: auto;" /></a>
Yes, for man’s best friend, and for shelter dogs who needed homes, COVID-19 actually turned out to be a blessing. Think about it? For once, thousands of people found themselves desperate to actually go outside and do something, even if all they could do was take their pup for a stroll. Tedious potty-training and constantly caring for a new puppy didn’t seem like such a bad thing. Everyone was desperate for something, anything, to fill up their time. There have been rises in the sales of dog leashes, surges in veterinary visits, the dog days of the pandemic are upon us.
The upcoming New Year is (hopefully) going to be a better year for us all. After 2020 turned out to be such a dud, most of us are keeping our fingers VERY tightly crossed that better days lie ahead. But for many... those better days are now going to involve a whole lot of walkies and diaper changes. 2020-12-19T12:23:00-07:002021-04-23T12:36:42-07:00Lisa Levintag:danaandjeffestates.com,2012-09-20:10289Los Angeles's Luxury Real Estate Market Might Be Covid-19 Proof<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.40.37_AM.png" />

Los Angeles's Luxury Real Estate Market Might Be Covid-19 Proof
For now.
In late June, Lillian Lim, an independent developer whose company Sea Society LLC buys and renovates homes, listed a 2,400-square-foot craftsman-style home a short walk from the Larchmont Village neighborhood of Los Angeles.
She’d bought it for $1.5 million in 2019 and done extensive renovations; within a week of <a href="https://www.redfin.com/CA/Los-Angeles/554-N-Arden-Blvd-90004/home/7100066" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">listing it for $2.495 million</a>, she had a firm offer. Soon after, a second, all-cash offer above ask came through, and now the house is in escrow.
“I was nervous, but by the time it was ready to hit the market, there was an indication that people were still buying,” Lim says. “My main motivation was to get it out there by end of June, so I could be one of the first houses back on the market. My real fear was being late.”
The Los Angeles luxury real estate market, which briefly threatened to implode with the onset of Covid-19, is back in full swing.
<br /><br /><img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.34.03_AM.png" />
“Even through May, the luxury market was really under pressure,” says Jonathan Woloshin, head of U.S. real estate at UBS Global Wealth Management’s <a href="https://www.ubs.com/global/en/wealth-management/chief-investment-office/about-us.html" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">Chief Investment Office</a>. But the June data held a surprise: In Los Angeles county, the number of contracts signed for homes over $2 million was up 34% year over year. “And that was after May,” Woloshin says, “which was down 48.5%.”
June Rebound
The beginning of 2020 was auspicious for the luxury real estate market in Los Angeles. Before March, median luxury prices were up 4.8% from the quarter before, Elliman <a href="https://www.elliman.com/resources/siteresources/commonresources/static%20pages/images/corporate-resources/q1_2020/losangeles-q1_2020-pdf.pdf" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">reported</a>.
“Los Angeles has pivoted sharply into luxury, more than any market I track,” says Jonathan Miller, the president and chief executive officer of <a href="https://www.millersamuel.com/" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">Miller Samuel Inc</a>., an appraiser that prepares the Elliman reports.
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.34.21_AM.png" width="1274" height="910" />
<br /><br />But when the city’s shutdown eliminated showings, not to mention entertainment industry jobs that provide sizable incomes to tens of thousands of city residents, the luxury market entered the equivalent of a black hole. “During a lockdown, there’s no price discovery,” says Miller. “People aren’t going in and out of homes,” which is why, he continues, “we saw a 43.5% drop in [second-quarter] 2019 to [second-quarter] 2020 sales.”
When Los Angeles reopened, Miller says, “there was a release of pent-up demand, with surprising strength.”
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.34.33_AM.png" />
Other cities have bounced back, too. In the third week of July, 155 contracts were signed in Manhattan, according to a market report from <a href="https://www.urbandigs.com/" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">UrbanDigs</a>, nearly double the number of contracts signed the week before. Even so, “it should still be noted that the figure is still lower for the year (-15% compared to 2019).” the report reads.
One reason for the disparity, Woloshin suggests, is that New Yorkers are trying to leave the city, whereas L.A. residents are looking for houses in which they can hunker down for the long haul. “You're seeing some strength in Westchester, Connecticut, and Long Island,” he says. “People want to get out of the city.”
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.35.00_AM.png" />
“Is New York as robust as California?” asks Woloshin rhetorically. “No.”
To its proponents, the strength of L.A.’s rebound indicates a market that just won’t quit. “Over the past five years, Los Angeles has become more of an international destination because of the lifestyle it affords clients,” Blankenship says. “Now more than ever, quality of life is important to people.”
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.35.14_AM.png" />
<br /><br /><a href="https://connieblankenship.elliman.com/" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">Connie Blankenship</a>, a director of estates at Douglas Elliman, has been able to work straight through. “I’ve basically sold two properties within the period. I have one in escrow now, another about to go in escrow, and a buyer who’s made offers multiple times.” Prices for the properties, she says, range from $6 million to $20 million. “I don’t want to say there has not been a disruption,” she says. “For most people, there has. But it’s been a case-by-case basis.”
Joe Cilic, a founding partner of <a href="https://www.cilicgroup.com/" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">Cilic Group</a> at Sotheby’s International Realty, says he and his team have seven transactions scheduled to close in July. “To put that in perspective: The rest of the year combined, I had five. So the market has picked up considerably.”
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.35.24_AM.png" />
Most of Cilic’s seven properties had contracts signed within the last 30 days, ranging from about $2.5 million to $7.5 million. “People want their pool; having space between them and their neighbors and having more land is more desirable,” Cilic says. “Clients are less concerned with the size of the house as they are [with] the size of the lot.”
Market Headwinds
But it’s not all blue skies. “So much is dependent on what happens with the virus,” Woloshin says. “Am I calling for an implosion in home prices? Absolutely not. But,” he continues, “there are certain parts of the market that could be vulnerable to price decline.”
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.35.49_AM.png" />
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-08-25_at_11.36.03_AM.png" width="1276" height="948" />
Among L.A. market headwinds is what Woloshin calls “the affordability issue,” meaning that wage increases haven’t kept pace with a rise in housing prices. A ballot measure to be decided in November called <a href="https://ballotpedia.org/California_Proposition_19,_Property_Tax_Transfers,_Exemptions,_and_Revenue_for_Wildfire_Agencies_and_Counties_Amendment_(2020)" itemprop="StoryLink" itemscope="itemscope" target="_blank" rel="nofollow noopener">Proposition 19</a> would make it more expensive for family members to transfer primary residences to one another, among other changes.
Plus, there’s an absence of international buyers, who “aren’t coming back anytime soon.”
But, Woloshin says, any bears should remember that California “has an outright shortage of shelter, both for rent and purchase. And that’s going to give some price support” to the market. “We are in uncharted waters,” he says.

The housing market is back—and then some.
Despite the crippling and ongoing coronavirus pandemic, millions out of work, a recession, a national reckoning over systemic racism, and a highly contentious presidential election just around the corner, the residential real estate market is staging an astonishing rebound.
Median home prices shot up 6.2% year over year on realtor.com® in the week ending June 27, according to weekly realtor.com data. Homes are selling faster than they did in 2019, when no one had heard of COVID-19. And bidding wars are back as first-time and trade-up buyers who have lost out on other homes slug it out.
"The housing recovery has been nothing short of remarkable," says Ali Wolf, chief economist of Meyers Research, a national real estate consultancy. "The expectation was that housing would be crushed. It was—for about two months—and then it came roaring back.”
It's a far cry from the Great Recession of more than a decade ago, when home prices plummeted, mortgages were plunged under water, and foreclosures seemed to appear on just about every block. But of course, the overbuilt housing market and subprime mortgages helped cause that crisis. Back then there were a glut of homes for sale and not many eager buyers. This time it's reversed.
“People are really quick today to compare today with the Great Recession," says Wolf. "But we’re dealing with a different animal."
To be sure, there are plenty of danger signs ahead in this economy, including continuing historic levels of unemployment and rising coronavirus infection rates in many parts of the country. But, for now, real estate is bouncing back much quicker than other bellwether industries.
The reason: After months on hold, Americans are beginning to feel more confident about the idea of buying or selling a home.
Nearly two-thirds of consumers, 61%, said it was a good time to buy a home in June, in a Fannie Mae housing survey of 1,000 participants. That was a 9 percentage point increase from May. Roughly 41% of respondents said it was a good time to sell, also an increase of 9 percentage points from the previous month.
That optimism translated to a surge of mortgage applications for home purchases. They rose 33.2% year over year in the week ending July 3, according to the Mortgage Bankers Association.
And while the number of sales is way down, there are signs they could begin to catch up to the typical level of the normally busy summer home-buying season.
The number of sales of existing homes (previously lived-in residences) plummeted 26.6% annually in May, according to the latest data from the National Association of Realtors®. However, pending sales, which are purchases that haven't closed yet, surged 44.3% from April to May. They were down only 5.1% compared with 2019.
So what's driving this surprisingly hot market? There's a slew of culprits.
<a href="https://www.danaandjeffestates.com/calabasas/" target="_blank"><img src="https://assets.site-static.com/userfiles/1326/image/Blue_Ice_Cream_Photo_Food_Facebook_Cover.png" width="820" height="312" /></a>
Shortage of homes for sale, low mortgage rates driving home price hikes
Home prices are climbing right back up, despite the recession, for one big reason: There is a severe shortage of homes for sale. That's great for sellers, but not so great for buyers.
Home listings are down 31% annually in the week ending July 4, according to realtor.com data. That's roughly a third less inventory than last year—when there was already a shortfall in available homes. In fact, before the pandemic, there was a shortage of roughly 4 million homes—and that's a conservative estimate, says realtor.com Senior Economist George Ratiu.
Throw in a health crisis that spooks sellers from listing their properties, hundreds of thousands of construction jobs disappearing this spring, and a pause in building in most areas, and suddenly the gap between a very limited supply and strong demand from would-be buyers becomes a chasm.
"The number of buyers in the market far outstrips the number of homes available," says Ratiu. That leads to higher prices—even amid a recession and the worst U.S. public health crisis in a century.
Another major reason for the housing market's rebound is the record-low mortgage interest rates, a siren song for buyers on a limited budget. Some of the most qualified borrowers are scoring rates just south of 3%, which is low enough to potentially shave more than a hundred dollars off a monthly loan payment and tens of thousands of dollars off the life of the mortgage.
"People are thinking, 'I'll never see a rate this low again,'" says Rocke Andrews, president of the National Association of Mortgage Brokers. He's also a mortgage broker at Lending Arizona in Tucson.
The average mortgage rate fell to 3.03% for 30-year fixed-rate loans in the week ending July 9, according to Freddie Mac. That's the lowest they've been since Freddie began tracking rates in 1971.
"We basically have free money right now," says Meyers' Wolf. "Even as prices go up, the price gains are offset by the continued drop in mortgage rates.”
The low rates may also make it cheaper to buy than rent in some markets—provided buyers have pulled together the down payment, says economist Gay Cororaton, director of NAR's housing and commercial research. The economic uncertainty right now may have also made folks want to lock in their housing costs, so they're not affected by rising rents.
“If you’re a white-collar worker who didn’t get laid off and you have savings, the math works for you," says Cororaton.
Why there are so many buyers in the market
There's an awful lot of pent-up demand from buyers who were stymied by the novel coronavirus in the spring. These are the folks who were forced to postpone their searches in March, April, and May. Some are first-time buyers with growing families who need the extra space pronto.
They're now back in force, competing with those who had planned to buy in the summer—along with the city folks suddenly seeking a single-family home of their own, a more spacious abode with a home office (or two), and outdoor space.
"They’ve been at home for months, and they’re going, 'If I’m going to spend the next six to 12 months working out of my house, I need a bigger house,'" says mortgage broker Andrews.
It's also easier today to take care of much of the lending and home-buying process online—where you don't have to worry about contracting the virus, says Jim Gaines, chief economist at the Real Estate Center at Texas A&M University.
Surprisingly, even with the worst unemployment since the Great Depression, nationally topping 11% last month, the majority of working Americans have held on to their jobs.
Many higher-paid workers—the ones with the means to buy homes—have been relatively insulated from much of the carnage. Lower-wage workers (e.g., bartenders, restaurant servers, and retail employees) were harder hit by the furloughs and layoffs. Roughly 39% of workers with household incomes below $40,000 lost their jobs in March, according to a <a href="https://www.federalreserve.gov/publications/2020-economic-well-being-of-us-households-in-2019-financial-repercussions-from-covid-19.htm" target="_blank" rel="noopener noreferrer" data-omtag="web:article:content:link">Federal Reserve report from May</a>. These were folks who had been working in February.
Many of those still-employed workers with good-paying jobs have even boosted their savings, making it easier to cover down payments and closing costs. After all, they're not spending as much on vacations, clothes, or restaurants due to the pandemic. Many have also been able to stash away their stimulus checks.
"You defer your student loans, you received a stimulus check, you’re not going anywhere, and all of a sudden you have a down payment," says Wolf. "You only need a 3.5% for some mortgages.”
Could home prices eventually fall?
Buyers shouldn't expect deep discounts during this recession—at least not yet. Unlike the Great Recession, a flood of foreclosures isn't expected to hit the market, bringing prices down.
This time around the federal government offered homeowners with government-backed loans (just over half of loans) mortgage forbearance to stave off another foreclosure crisis. Many private lenders followed the government's lead.
The forbearance is good for up to 12 months. It also allows borrowers to work out repayment plans and tack on missed payments to the end of the loans.
Prices could flatten or even dip if there is a surge in foreclosures following the end of the forbearance period, says Wolf. Mortgage rates shooting back up into the 4.5% and 5% range could also slow—or even halt—their climb.
“Home prices don’t fall just because," says Wolf. "There needs to be a catalyst or some kind of imbalance.”

<br /><br />
It’s official: The U.S. won’t see a housing bubble crash anytime soon
After holding out for July 15 housing data, HousingWire's housing data analyst is making the call
Ernest Rutherford, the father of nuclear physics is attributed to saying, “All science is either physics or stamp collecting.”
To paraphrase Rutherford for economics models, if models don’t include demographics and productivity, they might as well be stamp collecting. As it turns out, we have a lot of philatelists in housing economics – I call them the housing bubble boys.
The U.S. economy started the year off in an expansionary mode. Retail sales were positive year over year, job openings were roughly at 7 million and the housing data for the first time in a long time started to outperform other sectors of the economy. Existing and new home sales hit cycle highs, purchase application data showed steady double-digit year over year growth and housing starts had almost 40% year over year growth in February.
Then we were hit with COVID-19, and the fear of this virus along with the economic decline due to the stay-at-home orders whipped the housing bubble boys into a frenzy of crash calls.
My long-standing core thesis has been that the housing market would have the weakest recovery from a crash in the years 2008 to 2019, but it would improve in years 2020-2024 because U.S. demographics would become favorable for housing.
This is the time frame where we should see 1.5 million total housing starts and the purchase application index will get over 300. When the COVID-crisis hit, I had to either believe in my economic models or raise the white flag and admit that in these circumstances, anything goes.
I chose to stick to my model, which states that for housing, it is demographics and mortgage rates that calls the show. Based on my model, I told everyone to wait until July 15 before drawing any conclusions about the imminent demise or survival and recovery of the housing market.
<a href="https://loganmohtashami.com/2020/04/10/ad-data-what-will-it-take-to-crush-home-prices/" target="_blank" rel="noreferrer noopener">I wrote this</a> on April 10, 2020:
“My advice is to take the next three months of housing data and put a giant asterisk on all of it. Wait until July 15. By that time, we have a lot of questions answered, and we will be getting the June existing home sales report soon after that.”
Let’s just say the five things I talked about in that article was a heads up to my fellow bearish friends that not only were they wrong with crash calls for the last seven years, but a lot of things would need to happen to have a housing crash in 2020.
I highlighted July 15 because if my AB economic model worked, then we would have gotten better news of the virus by May 18. This would mean that in the 30-60 days after that housing would be fine because without lockdown protocols in place, demographics and low mortgage rates would fuel homebuying.
Over the next few weeks, we get June’s data. This is where we should start the housing conversation all over again. Now, we are entering Act 4 in 2020 for housing, and it’s time to let go of this crash thesis. The reality is this: it wasn’t going to happen in 2020 even with a pandemic virus. If you want some ideas of what it would take to trigger a housing downturn in 2020, <a href="https://www.housingwire.com/articles/what-would-it-take-to-trigger-a-housing-downturn-in-the-second-half-of-2020/" target="_blank" rel="noreferrer noopener">here are some from me. </a>
What recent housing data looked like:
The Mortgage Banking Association purchase application data for the last seven weeks on a year-over-year basis look like this:
+18%, +13%, +21%, +18%, +15%, +33%, +16%
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-07-27_at_12.22.49_PM.png" width="2138" height="1330" />
The most recent pending home sales were up 44% month to month.
<img src="https://assets.site-static.com/userfiles/1326/image/Screen_Shot_2020-07-27_at_12.24.08_PM.png" width="1440" height="806" />
Purchase application of new homes up 54% year over year, <a href="https://www.mba.org/2020-press-releases/july/june-new-home-purchase-mortgage-applications-increased-541-percent" target="_blank" rel="noreferrer noopener">according to MBA</a>.
At some point in the future, home prices will fall and sales will decline year over year, but even when this happens it will not constitute a bubble crash anytime soon.
Today, we are on an upswing. The U.S. housing market is undergoing a V-shaped recovery, but until existing home sales hit 5,770,000 again, the full recovery in existing home sales will not be complete as that was the number we hit earlier this year
My <a href="https://www.housingwire.com/articles/is-the-housing-market-already-rebounding-from-covid-19/" target="_blank" rel="noreferrer noopener">predictions of an economic recovery</a> (what I called by AB economic model) was on target until this latest surge in new COVID-19 cases.
Alas, I didn’t account for the emergence of a political movement built around not protecting oneself and one’s family from illness.
My recommendation, even with the new increase in COVID-19 cases, is to start a conversation regarding the future of the housing market all over again to refocus on the factors that really matter: demographics, mortgage rates and the national progress to conquer this horrific virus, reopen the economy and get people working again.
As long as purchase application data stays flat to positive on a year-over-year basis, housing will be fine in 2020.
We have a lot of work left to do in this country. In the meantime, let go of the bubble crash thesis, because the reality is it wasn’t going to happen in 2020, even with a pandemic.

LA Restaurants Where You Can Eat Outside Today
A running list of reopened LA restaurants with patios and outdoor spaces where you can eat and drink.
Updated July 20th, 2020
On May 29, LA restaurants were given the OK to reopen for dine-in service. One month (and one COVID spike of epic proportions) later, <a href="https://www.theinfatuation.com/features/la-restaurants-cease-dine-in-covid-governor-newsom">they were ordered to shut down yet again</a>. Outdoor dining, however, remains an option - so we made this guide.
If you’re looking for restaurants doing outdoor dining for the first time, check out our guide to <a href="https://admin.theinfatuation.com/los-angeles/guides/la-restaurants-with-new-patios-outdoor-seating" target="_blank">LA Restaurants With New Patios And Outdoor Seating</a>. <br /><br />MALIBU
Inn of the Seventh Ray
Buried deep in the Malibu mountains at Topanga State Park is Inn Of The Seventh Ray, which has reopened for all-day dining. The leafy patio is an extremely pleasant place to spend a Saturday afternoon, especially with a cheese plate, some crispy shrimp cakes, and a glass of wine. Or three.
Malibu Farm
Home to one of the best views in LA, Malibu Farm has reopened their restaurant - or at least the patio portion of it - on the Malibu Pier, if you want to stop in for a brunch cocktail and those excellent berry-topped pancakes after a trip up PCH. Malibu Cafe (their sibling restaurant at the end of the Pier) is still closed.
Nobu
The closest you came to dining by the water during quarantine was parking your car on the side of Silver Lake Reservoir and eating a snack pack of hummus and pretzel chips. If you’re looking to come back with a bang, Nobu Malibu is a great place to do it. They’ve got some of the best views of the Pacific in town, and - this is a scientific fact - no one has ever been mad about eating their yellowtail with jalapeño.
Reel Inn
If you’ve driven on PCH before, then you’ve seen Reel Inn’s giant neon sign. This retro spot is full of red checkered picnic tables that you’ll fill up with seafood classics like fish and chips, fried calamari, and steamed mussels. No one has ever been mad about eating fish and chips with a pitcher of beer while looking at the ocean, so this is a great place to spend an afternoon.
<br /><br /><a href="https://www.danaandjeffestates.com/malibu/" target="_blank"><img src="https://assets.site-static.com/userfiles/1326/image/2.jpg" width="820" height="312" /></a>
<br /><br /><a href="https://www.danaandjeffestates.com/pacific-palisades/" target="_blank"><img src="https://assets.site-static.com/userfiles/1326/image/3.jpg" width="820" height="312" /></a>
<br /><br />PACIFIC PALISADES
The Draycott
We can’t all live in the Palisades, but we can at least have dinner there every once in a while. And The Draycott is a great place to do that, especially on the patio full of wicker chairs and white tablecloths. The English pea dip with sourdough is a good place to start, and we also like the hanger steak frites with Bearnaise sauce. Things can get expensive quickly, so just keep that in mind.
<br /><br />BEVERLY HILLS
The Double Barrel
Upscale watering hole Double Barrel is open with a massive selection of whiskey to drink on one of their two quiet patios. They’ve also got a wide range of barrel-aged whiskey cocktails, too. For food, they have shareable options like flatbreads and cheese boards, along with large plates of grilled meat. Call (310) 657-5040 for reservations.
Il Cielo
Old-school Italian spot Il Cielo is open in Beverly Hills, with a big patio involving a lot of trees and Roman columns. They’ve got everything you’d expect at a spot like this: Bucatini all’Amatriciana, whole branzino, and lots of focaccia. <a href="https://www.ilcielo.com/reservations/" target="_blank">Reservations recommended</a>.
Madeo Restaurant
If your agent is insisting on meeting for the first time in months, chances are your lunch will be at Madeo, the high-end Italian spot in Beverly Hills. They opened up their patio on Camden for all the prosciutto e melone, fagioli e aragosta, and veal ravioli your wallet can handle.
Ocean Prime
Upscale chain Ocean Prime has reopened their huge Beverly Hills patio with all kinds of steakhouse classics, plus some stuff you might not expect (like sushi rolls). <a href="https://www.ocean-prime.com/reservations" target="_blank">Make a reservation online</a>.
Prospect Gourmand
Beverly Hills all-day spot Prospect Gourmand has sidewalk seating open on Robertson Blvd. near Wilshire. They’re open for lunch, dinner, and weekend brunch, all with the same menu, which involves options like handmade fettuccine, tri-tip sandwiches, and steak frites. Reservations recommended - call (424) 777-0481.
Rooftop By JG
Unless you count that time in April when you tried to scare a raccoon away from your chimney, you probably haven’t spent much time on rooftops lately. If you want to change that, The Rooftop By JG is back open at the Waldorf Astoria. Focus on the cocktails - we like the ginger margarita - which are ideal for drinking next to a pool and pretending the world isn’t on fire.

Los Angeles Launches $103 Million Program To Offer Relief To Renters
<br /><br />One in five people in Los Angeles County is out of work, according to California's latest <a href="https://www.labormarketinfo.edd.ca.gov/file/lfmonth/la$pds.pdf">unemployment </a><a href="https://www.bls.gov/eag/eag.ca_losangeles_md.htm">numbers</a>. And that means a lot of people can't pay the rent.
This week, the city of Los Angeles rolled out its <a href="https://hcidla.lacity.org/#:~:text=To%20assist%20LA's%20tenants%20and,support%20of%20Mayor%20Eric%20Garcetti.">Emergency Renters Assistance Program</a>. It will provide a total of $103 million in assistance to LA renters in the form of temporary subsidies of up to $2,000 per household.
In order to qualify, renters of multifamily units must show how COVID-19 has affected them financially and earn less than 80% of the area median income — for example, <a href="https://hcidla.lacity.org/">$83,500 for a family of 4</a>.
Nury Martinez, president of the Los Angeles City Council, helped devise the program. During an interview with All Things Considered, she notes that more than 100,000 people registered on Monday, the first day applications were accepted.
But after the application period closes on Friday, only 50,000 families will be randomly selected to receive subsidies.
"That just goes to tell you the huge need that currently exists," Martinez says.
Here are excerpts from the interview.
This [program] is for people who make 80% of the median income in the area or less. What about middle- or working-class people who don't meet that income qualification but are facing eviction right now?
I want to make sure that your listeners understand that we need more help than this [program]. ... We'll be able to help randomly selected families, about 50,000 of them by the time this program is over. That's not nearly enough to meet demand and the need that currently exists. Housing experts are telling us that we are going to see an evictions tsunami after this pandemic is over, and I agree. And this is why we are calling on the federal government to help pass the <a href="https://www.npr.org/2020/05/12/854707010/read-the-house-bill-calling-for-3-trillion-in-coronavirus-relief">HEROES Act</a> [coronavirus relief bill] that's currently sitting in the Senate.
LA was already facing a housing crisis and a homelessness crisis before the pandemic hit. Does the city have any plans to address these much larger issues that are already driving people out of their homes?
We're continuing to build supportive housing for our unsheltered community members ... continuing to push forward some of these affordable housing projects that are still in the pipeline.
The housing crisis is a result of people simply not being able to make enough to make ends meet. And the fact that we have not been able to keep up with the demand [for housing] in the city of Los Angeles has created this huge, huge crisis.
So I think this adds an additional burden — and a scary one, because they won't be able to keep their homes for much longer — if we do not figure out how to get more federal assistance to keep people housed, to ask the federal government to pass the next round of stimulus help to be able to help as many people as possible.
You know, in the midst of this pandemic, the federal government has given billions of dollars to corporations that have already gotten billions of dollars of unnecessary tax breaks. I cannot believe that we cannot find a way to help poor people in this country stay housed.
